what is $Recycle.bin? its locked on the c drive ....Help!!!

It is Recycle Bin's folder. If you delete a file, the deleted file will show in the folder until you clear the Recycle Bin.

Actually, I have a similar question, I don't care about the regular recycle bin, but I have two recycle bins in the $Recycle.bin folder, the 2nd one doesn't seem to empty when I empty the recycle bin on my desktop. It has the little lock symbol on it. Anyway, what is this second recycle bin?
